Before they do, the Essential Services Commission (ESC), the state&#8217;s independent pricing regulator, sets the rules they must follow.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:41% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"460\" height=\"344\" src=\"https:\/\/fogl.org.au\/home\/wp-content\/uploads\/2026\/09\/Australian_Drought_484536665-460x344.jpg\" alt=\"\" class=\"wp-image-2693 size-full\" srcset=\"https:\/\/fogl.org.au\/home\/wp-content\/uploads\/2026\/09\/Australian_Drought_484536665-460x344.jpg 460w, https:\/\/fogl.org.au\/home\/wp-content\/uploads\/2026\/09\/Australian_Drought_484536665-300x225.jpg 300w, https:\/\/fogl.org.au\/home\/wp-content\/uploads\/2026\/09\/Australian_Drought_484536665-768x575.jpg 768w, https:\/\/fogl.org.au\/home\/wp-content\/uploads\/2026\/09\/Australian_Drought_484536665.jpg 800w\" sizes=\"auto, (max-width: 460px) 100vw, 460px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"wp-block-paragraph\">This year, Friends of Gippsland Lakes had its say, and the ESC listened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August, <a href=\"https:\/\/fogl.org.au\/home\/wp-content\/uploads\/2026\/09\/FOGL_ESC-2028-Draft-Guidance-Submission.pdf\">FOGL made a detailed submission<\/a> on the ESC&#8217;s draft rules for the 2028 Water Price Review. Our key message was simple: with climate change making water scarcer, saving water is often the smartest and cheapest way to secure supply, and water businesses should never be penalised for doing it.<\/p>\n<\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The final rules, released in September, reflect that. The ESC named FOGL in its final guidance. It also changed a new incentive scheme so that spending on water efficiency, leak detection and demand management in response to drought and other extreme events is recognised, not counted against a business.<\/p>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile is-vertically-aligned-bottom\" style=\"grid-template-columns:auto 51%\"><div class=\"wp-block-media-text__content\">\n<p class=\"wp-block-paragraph\">The Commission also strengthened its expectations for community engagement, noting that some changes were made in response to FOGL and allied groups. Water businesses must now give people fair, balanced information when they consult.
